This Conference was established in April this year to intensively address the regulation reform as an organization, for the limited period of three years.

The Conference met for the first time on May 11, followed by 15 meetings attended by all members and 114 meetings by working groups, rounding up the discussion through hearings from the ministries concerned and organizing the issues. These findings, under the basic concept stated in the 'Introduction,' clarify the awareness of the issues, direction for the reform, and so on, and proposes specific actions for regulation reform. We request the Government to ensure that these reform measures provided in this finding be realized exactly and certainly.

On July 24, 'Interim Report on the Six Focused Areas' was published, and the Government respected this interim report to the utmost in the Reform Timetable (September 26) and the Advanced Reform Program (October 26), in which the report is mostly incorporated and it is stated that efforts are to be made so that the schedule may be advanced to the greatest possible degree. All of the above is meaningful in advancing reform as quickly and as substantially as possible.

The Conference intends to continue our work on selecting reform tasks for the next examination and discussion without easing off in its steps for reform.

As regards monitoring and revising the implementation progress of the 'Three-year Plan for the Promotion of Regulatory Reform,' one of the items on the agenda of the Conference, we are to undertake follow-up, etc., on the three-year plan from the start of the new year. The Government is also requested to address the reform measures already included in the three-year plan promptly by accelerating the schedule as much as possible.

Successive opinions and proposals have been raised on regulatory reform and various measures have been taken. In the light of the current situation of the economy and society, the Conference proposes to actively promote the regulatory reform and concentrate its efforts to obtain the further understanding of people and consumers, who will be the beneficiaries. We would like to ask the people and the parties concerned for support and cooperation for future activities.
