44. Please elaborate on the capacities and functions of the national council for persons with disabilities. Please also inform the Committee about the full involvement of persons with disabilities in the decision-making process related to the allocation of resources for the implementation of the Convention. Please also provide information on efforts made to establish an independent monitoring mechanism, in accordance with the principles relating to the status of national institutions for the promotion and protection of human rights (the Paris Principles), and on the measures envisaged to ensure the involvement of organizations representing persons with disabilities in this framework.
